In particular, the investigation states that the contract concluded on December 23, 2022 between the Kiev Metro and LLC KB Teploenergoavtomatika for the overhaul of the tunnels of the Svyatoshinsko-Brovarskaya line was marked “for official use.” Upon request asking for clarification, why the contract is marked and why this particular company was chosen as the contractor, the metro responded that “the information is not subject to general disclosure.”
The total cost of the transaction, according to the metro itself, is UAH 1.58 billion, of which about a billion has already been paid to the contractor. And journalists managed to find out that the contract may contain significantly inflated prices for materials and equipment.
The main owner of KB Teploenergoavtomatika LLC has been Tatyana Beletskaya since the summer of 2020. At the same time, she is a ballerina, People's Artist of Ukraine, a teacher at the National Opera of Ukraine and the head of the classical choreography department at the Kyiv Municipal Dance Academy.
According to investigators, Beletskaya is most likely the mother-in-law of Braginsky’s long-time colleague and business partner, Kirill Krivets. In the mid-2000s, men simultaneously worked in Naftogaz structures, and later, in 2007-2012, they did business together. After Braginsky headed the Kiev Metro in 2014, Krivets became the owner of several contracting companies that supplied goods and performed work for the metro.
It is noted that Krivets first went to 99 Production LLC, which immediately began supplying uniforms to the metro. It is interesting that for some time the company was headed as a director by Braginsky’s cousin, so it turns out that the sister entered into agreements with the utility company, which was headed by her brother. “99 Production” also competed in a number of tenders with individual entrepreneur Svetlana Ilyina, who is an accountant for the Braginsky family business.
The mayor of Kyiv, Vitaliy Klitschko, responded to the second investigation into the activities of Braginsky and his relatives.
He called on Bihus info journalists to pass on information about the facts published in the investigation against Viktor Braginsky to law enforcement and anti-corruption authorities.
