Ukraine’s Spy Chief Criticizes UN Court Ruling on russia’s Terrorism Case
Kyrylo Budanov, the Chief of the Defense Intelligence of Ukraine, offered his perspective on the recent ruling by the UN International Court of Justice concerning the accusations leveled against russia for funding terrorism.
His remarks were featured in an article published by the Liberation media. The focal point was the Court’s decision on January 31, 2024, pertaining to the Ukraine against russia case. In this case, Moscow faced allegations, including breaches of the Convention on the Financing of Terrorism.

The Court’s interpretation notably concluded that russia couldn’t be deemed a terrorism sponsor as the russian Buk air defense system, responsible for the tragic downing of Malaysia Airlines Flight MH-17 in 2014, constituted weaponry rather than financial support.
Kyrylo Budanov vehemently criticized this stance, labeling it a discredit to the international judicial system. He described the Court’s decision as erroneous and catastrophic, warning of significant repercussions, particularly for numerous civilized nations.
He emphasized the grave risks posed by the Court’s ruling:
“It implies that if an aggressor state supplies terrorists with an air defense system instead of monetary support, and they subsequently use it to bring down a civilian aircraft, then, essentially, this wouldn’t be classified as an act of terrorism,” Kyrylo Budanov said.
