Observers noted that Russia has always prioritized military spending, particularly after the invasion of Ukraine in 2022. Many local self-government bodies were offered to finance local voluntary formations. This probably led to an overload for their budgets and the need to reduce the costs of maintaining the infrastructure.
In addition, the mobilization negatively affected the number of personnel in all sectors, including qualified heating and plumbing engineers.
“Putin instructed the Minister of Emergency Situations Oleksandr Kurenkov to ensure heat and electricity supply to the population. Solving this problem is likely to be Putin’s key task ahead of the upcoming presidential elections in Russia.” – analysts believe.
